Making up rumours regarding upcoming content blown up in the face of everyone involved (including innocents, like the devteams) so many times before in the history of game development that it may be good it was shot down. At the very least, such kind of things should wait till beginning of April.

But do not NPC shipyards have to be a thing to allow for early-game ship building?
That seems to be a void in which there is little information on how it's going to be filled
