Slow missiles down?

Is there a way to slow down missiles without lowering the overall top speed on the server?
I found a thread earlier that explains how to speed missiles up in a config file and was wondering if the opposite was possible.

There is a certain percentage applied to missiles. Go to the blockbehaviourconfig and change that percentage to your liking. It is worth checking what else can be changed, because there are A LOT of values there.
