Shields suggestion (new blocks idea)

    Shields should work like power storage and generators. Shield dispenser should be responsible for amount of shields that ship will have and "shield generator" for how fast they will regenerate. More generators = more time after shot to regenerate but faster regeneration and more power usage.

    Also, I have idea for something like planetary shield dispenser. Ten times more powerful shields but only placeable on planets and stations. Or even better, only placeable on planets and we can link them to stations or other like Death Star II in Star Wars Episode VI: Return of the Jedi. We think of it a long time ago, maybe to make custom block in our server but sadly shield dispenser values are hard coded and we can't modify them in BlockConfig.cfg. I think this kind of block is needed because people don't wanna risk colonization on planets others than faction home...
