Scanners and Jump Inhibitors on Stations.

I don't really like the idea of a station core block. Once we get command chairs, it would be better to link a chair to the systems you want to control from that chair. My stations always have an operations deck where all the systems are controlled from, and that would let me or others operate systems from one central location.
