Bug Rail Mass Enhancers aren't consuming power and aren't affecting any docked rail entities

Here is an image that shows what is happening, no power consumption, speed enhancer is on and running, the entity simply won't move faster.

They do consume power, but running out of power does not change the mass enhanced, it's a silly mistake.

Rail Mass Enhancers don't increase the Speed of an entity. You either have enough of them and it runs at full speed, or you don't and it runs at 1% speed. You can also check by entering your entity through it's core. If you don't get an error message that tells you the entity is to heavy, everything works fine.

The speed enhancer only increases your speed up to 200%. Adding more activators only gives you more options between 0 and 200% to choose from (1 activator gives you 0 or 200%; 2 give you 0, 100 or 200%; 4 give you 0, 50, 100, 150, 200% etc).
