ive set up the docker on my ship properly with the rail pointing the right way and im trying to dock onto a single rail

sorry if this is a basic problem, like i say im new to the game

Sounds like you are trying to use the core to dock on a rail, that won't work.
You need to access the weapons tab (press T) and drag the rail docker (need such a block on your ship) to your hotbar and "shoot" at a rail with that.

I have this bock on my ship and hotbar but this message still displays it is underneath the ship with the arrows pointing fowards

Could you try and show me your hotbar?
Press f5 to take a screenshot with the HUD enabled
I suggest uploading the picture to a site such as Imgur.

oh dammit, re-read what you wrote
erh it seems like you are not hitting a rail
You need to aim the beam at a rail block in order to dock the ship

i tried to take a print screen earlier but all that was showing was my desktop

to try to go into more detail i have the rail docker on the bottom of my ship assigned to my hotbar, when i select the docker and shoot the beam at the rail the error message shows saying that the beam must be aimed at a docking module which i have never used as i have only just got the game, i understand this is the old way of docking in the game,
when i shoot the rail with the beam all that happens is a blue grid appears around them similar to when mining

only thing I can think of is that you are either hitting an open plex door or you have some old docking blocks on your ship
and you can take ingame screenshots with F5 and F6, the pictures will be in your game folder

well if it's not the ship you are docking then it is the ship/station you are docking to.
check if you got any of the old docking modules on it
otherwise it can only be that you are using the core in the hotbar and not the raildocker

yeah that is most likely the cause although you should be able to do that
Try making an actual station instead
