Just having watched some of the pvp matches, a lot of players seem to circle at high speed, rendering most turrets useless and hardly taking any damage while the slower opponent just gets pumpled. If it is just cannons affected by high speed targets, would at least beams be more viable:? They also seemed to get a suprising ammount of use o_O
Due to their nature, cannons are easy to dodge. Quick test, spawn some cannons pirates and then strafe left/right up/down and so on with a fast vessel. You'll soon understand why they're not that much used anymore.
Beams are hitscan weapons, so better to hit but they still depend on the AI and the AI can't hit anything past a certain speed. Just test, spawn pirates, fast vessel with overdrive passive on.

Past certain points AI is as accurate as you trying to shoot with the screen turned off. Except if there has been improvements on the AI that i'm not aware of.

I think you are exaggerating a decent amount, target speed does heavily affect ai accuracy, but with any decent sized conventional ship as your target moving at standard server speed + overdrive, you will get some hits.
