You don't even need programs like that to host StarMade servers, if you have access to your routers settings.
Add a port-rule to the router, so every request on port 4242 is redirected to the computer you are hosting the server on.
Then all you need to do is start the server on that computer and give your friends the IP of your router(from the internet, not your intranet[LAN]).
I think if you follow the instructions in the following link (replacing "Minecraft" with "StarMade" where necessary), and running a single-player game, you should be able to make Evolve work with StarMade. (A single-player game is simply a full-blown StarMade server on the local machine, so you won't need to click on "Open to LAN"; it will already be open.) https://www.evolvehq.com/games/minecraft/guides/how-to-host-a-server
