After binge-watching all 4 seasons of Enterprise on Netflix I can say with some authority that the federation spends a HUGE amount of time shutting down reactors and rebooting reactors and fixing plasma-injectors damaged in combat and repairing faulty reactors and polishing newly repaired reactors. (The funny thing is...no one ever asks about the warranty.)
