Per-entity control of logic pipes via advanced build options

    It's great we can disable logic pipes... but some structures are designed with the intent that logic pipes should be disabled from view. Currently disabling of logic pipes is global through the graphics menu.

    Lets allow BP designers to select whether to display logic pipes should be displayed through the advanced build options, that way ships will display as intended regardless of the user's display settings. This should only override if logic pipes are to be displayed, not if they are to be disabled. Users may have legitimate reasons to disable viewing logic pipes (lag) globally, so the "don't display" global setting should always be honored.

    Yep, fairly desirable, especially in terms of gradually decreasing the (nonsensical) power of build-mode scouting; being unable to make out logic contraptions in enemy ships would be a big improvement in terms of that balance. Possibly another override that ensures all enemy logic pipes are not displayed, in order to assist with this?

    This would make the priority order (graphics setting: all logic pipes off --> all enemy logic pipes off --> per-blueprint setting for friendly and neutral entities)
