OWNING SYSTEMS: You can own any kind of System. You can own any amount, setting one to your home does nothing but is just good, for the sake of knowing. OR, you are meant to own lots of systems, and have teritorial wars there. So instead your base system is invulnerable.
SYSTEMS AS FRESH/ONLY RELICS: unclaimed systems get claimed by the federation, but not frequent enough at all to interrupt you. The inner systems (that includes voidsystems) are all fed-claimed. (http://star-made.org/content/linked-newer-topic-armour-modules-destruction-un-docks-un-factionizes-aliens-federation-npc) and set to public. You have to ask and pay a bit for a planet. Anyway, NPCs do so, in their own NPC factions, and build cities there. So, you go to a totally fresh unclaimed system, there are some scattered shops around, but no cities, only relics. Once claimed, you have on your news board people asking permission to enter and set up trade.
