Problem:
No matter how many time I reset universe when trying to host multiplayer on my LAN I ended up without a shop at the spawn point. It was recommended to me to increase the shop probability, which I bumped up to 0.3. Even then, there were no shops within detectable range of initial spawn with several reset universe attempts.

- The server uses the same universe for single player and hosting multiplayer.
- You are guaranteed to have a shop at spawn if it's a single player universe.
Workaround:
- Switch to single player
- Reset Universe
- Launch game
- Verify that a shop appears (worked the first time twice in a row for me)
- Exit game.
- Launch dedicated server
- Switch to multiplayer
- Launch game
- Play!
