No NPCs spawning

This is still not working with either the normal download or steam. I did a fresh install from steam and built a new world. No NPCs. The log files mention something about not finding the faction data, but it's there in the data folder. Seems to work fine with a server install.

is it at all possible that under advanced options you have NPCs turned off (yes I know its one of those answers, but you've made no mention of checking for that specifically)?

Yes, the NPC setting is set to -1

ive been experiencing it too, im guessing its a glitch. because whenever i try to spawn a shop keep, the entire game crashes instantly.
