As far as I gather, you probably only have to download the new launcher and replace the old one with it. For the game itself, it checks what needs to be updated and downloads only that. Also it seems to have the option to differentiate between types of build. So you can decide to update only with release versions - read stable -, or development builds and two other flavors I can't recall at the moment. ;-)
It also seems you can keep more build versions as separate sub-folders of the launcher folder if you want to keep older versions.
I've always been curious as to why there is no button and dialog in the launcher to set the server.cfg file instead of manually needing to do it in a text editor. Manual editing can lead to typos or incorrect values. Where as a dialog with predetermined values and ranges would be more exact as save many a headache from someone who doesn't exactly know what they are doing (like my kids who seemed to want to mess up their sandbox all the time).
