So there should be a new effect, because there is a gap in the current existing setup.
Synchronizing relative velocity, aka it is a royal pain in the behind to try to use the pull as a tractor beam. Why? because you have to be extremely careful about the amount of force you provide otherwise you will wind up slinging the ship past you at server max speed. If the beam is too powerful, the ship will fly past you at high speed.
The Synch effect (or whatever it would be called) would provide a force to bring the target ship closer in velocity to the firing vessel. Instant tractor beam.
The passive effect would be raising the velocity at which collision damage occurs. Since there is a testing feature available for this, I assume that it will be eventually be part of the normal game. Also, the display for this should show the new minimum collision damage speed (instead of percents)
Also, another feature I was thinking of was the ability to have a passive effect only apply to a certain part of the ship. For example, you could have your hardening effects only apply to the hull, meaning they would be much stronger, or use much less energy. However, once the hull is broken, then you have no hardening.
This would also be useful for the collision passive, as it means you could have very low power hardeners that only reinforce your rams. Of course, if you get hit from the side, you're gonna hurt.
