It does, but it can still be used with other buttons. Tab + G disables the GUI after all, and Tab + . will refresh your configs while playing (good for those editing them). Wouldn't surprise me if they did have a Tab based shortcut.

Yes, but while holding tab, it also has other functions.

I had to reassign player list to another key since my game seems to concider your not looking at the block while the dialog is displayed preventing tab + 3 and tab + 4 from working on the block your looking at

rail docker block docks to rail standard block and to rail Turret axis block, but you must assign the rail docker to your hot bar and use that to dock to the other blocks and not your ship cores normal docking beam
