I know a lot of people want this feature implemented and these are my ideas on how it should work...
    The Block
So basically to even get to the fleet control menu you need the "Fleet Block". It would work like any other block and activate by pressing R. Clicking R on it would take you to the Fleet Control menu.
    The Menu
By pressing R on the fleet block this menu would appear.
    Left Side
On the left side of the menu there would be the names of the ships in your fleet, their names and shields, and a tick box next to each ship. To add a ship to your fleet you would click a button that says " Select Ships". Clicking on that would take you to a menu that shows all the ships in the surronding area that belong to your faction. Clicking on them would add them to your fleet. Once the fleet is assembled, there will be tickboxes next to each ship that allow for some features on the right side.
    Right Side
On the right side of the menu there would be all the options that you can use to control the fleet. These would include, Attack Selected Ship, Attack Any Enemy Ship, Folow My Ship, and Warp To___. Only the ships selected on the left side with the tickbox would follow out the commands you send. I think the commands are pretty straightforward so I am not going on about them.
    The Middle
In the middle of the menu there would be a map of the surronding area showing all entitis. Pretty simple.

Comment if you have any suggestions!

I don't think we need a block for this sort of thing, we have the AI fleet tab IIRC.

We may not strictly need it, but it would be great for a high-level crew member serving as a tactical officer. Collectively, we're always looking for ways to make multi-crew warships more fun. This is a prime example of a game mechanic that would do that.

Ok, but the crew member doesn't need a block. They could just sit on a chair in the warship and do the exact same thing with the menu.
