Pulse: no penalty.
I added overdrive after, yeah (which is why one shot sucks down nearly 80% of my capacitor banks)--I expected the near-depletion after that, but the raw missile-beam array (which was I think 12%?) was still gobbling a TON more power than I remember from a few months ago when I built the Eagle missile boat.Sounds like you are also using overdrive, or alternatively a 100% slave missile-beam array.
