Mobs not spawning at all

Updated to the latest (lock and Load) version. When I attack a shop no ships come. I have spawn dely set to 10, and I looked in my server data folder to see if anything will spawn. Nadda. I have the stock Isanth-VI set for all use and 2 others set for enemy usable. Nothing is spawning. Why? anyone else get this?
