make shield/power supply have super long range

I think this is good because I rarely see support ships in the game. I think this is because it is just a bigger risk to use a ship to dedicate to support that will die more easier than a warship.

If power/shield supply beams are given the same range as long range missiles, they could repair from long range and avoid the bulk of the enemy fire unless they are using snipy weapons. Then support ships would be a very big part in fighting.
