Since the recent update that focused around thrust system, top speed a ship can achieve is calculated by thrust/mass ratio. This means a ship without thrusters but with push/pull effect modules, a torpedo for example, can not reach high speeds anymore.
In my opinion, push effect modules not linked to a weapon should be counted as thrusters (only for the sake of max speed calculation, of course).
