I think there needs to be a check in the game to calculate the maximum speed, based on the maximum number of blocks in one of the three groups.

Example:
If a ship has 3000 thruster blocks, 200 push blocks, and 100 pull blocks, the ship's top speed should be calculated based on 3000 thruster blocks. (Versus 3200 or 3300 total blocks).
If a torpedo has 1 thruster block and 2 push blocks, the torpedo ship's top speed should be calculated based on 2 thruster blocks instead of 3.
