Location diamonds off target.

Has anyone had a problem with the location diamonds of target blocks all being off target? Mine are all off by about 2 meters toward the sector alignment. It bugs me. Pun intended.

This is a fresh install with windows 8.1 my settings probably are all Willy Wonka right now as they were installed with a different monitor attached.. sometimes it is the simplest things.
