The Schine team specifically makes decoration blocks with multipurpose decoration in mind. For instance, turned-off light sticks were always meant to be antennae and probes. So yes, deactivated light bars can indeed include ladder rungs in their main-purpose list.

If your OCD prevents this truth from being accepted, then....

    ...of your bad habit.

Yup, light bars and light rods can be turned off specifically so they can be used as decorative pieces.

Even the derelict stations (which I know were originally player designed, but they were placed into the default game by Schine, so I'm rolling with it) use things like deactivated light rods as everything from exposed wiring to rebar. Just check the blown out sections of the derelict... I think its Delta station, the big ship looking one.

A metal pipe irl is multipurpose too.
Structural stability, a weapon, extended working range, …

What SM maybe needs is a dictionary:
chair : use x and y for arms
stair: use x and z for detailing
    ladder: use y and z

What SM maybe needs is a dictionary:
chair : use x and y for arms
    1/2 slab for seat.
1/4 vertical slabs for arms and backs.
    Light bars for arm rests/consoles

    In the right order:
    arm(s), back(s) : 1/4 slabs verticale
arm rests, arm consoles : light bars
the word you lookup (called index) must be in front and more distant or less important details written later for a dictionary to work.

I said "inbuilt into SM" because if you search for "arms", you should also match "arm" and if you search "arm" you should also match "arms".
If you search "Hobbies" you should also find "Hobby" and vice versa (the matching part is "Hobb" and is only a sub-string of both. "~y" and "~ies" makes that difficult.

Another example I like to use (in a station control room I just started this morning):

Damage Beam Modules with the grate sides pointing out as force field emitters.

Might also have spotted where I'm using Warp Gate Modules as wall decorations as well. And the Logic Gate Modules side textures make for nice tiled paneling.
