Bug I have no idea how to describe this

I've tried throwing the graphics options (Advanced Included) on/off high/low. My graphics drivers are updated. Searching is nigh impossible cause I have no clue how to describe it simply.

Processor Intel(R) Core(TM)2 Extreme CPU Q6850 @ 3.00GHz
4.00 GB Ram
Windows 7 64-bit Service Pack 1
AMD HD Radeon 6950

Anyone have any ideas, leads, or links for me?

please upload your setting.cfg here, so we can take a look.

my guess is it is something like VBO_Bulk_map or Frame Buffer setting or both

Made a .txt copy since it wouldn't allow it as a .cfg

"F_FRAME_BUFFER_USE = false " search this line and change false to true and see if that helps. (the file is a txt, so simply use editor for this. just make sure it stays with .cfg as ending)
