How to change Mass Place Size?

I run a small LAN server for my brother and I, and I wanted to change the mass place size from 10 to 20. However, when I open up my settings.cfg in notepad, I can't find the setting to change it.

I was still unable to find that tag in the settings.cfg file
Also I'm unable to change the sector size.

I was able to find the mass place size in the server file but before that I somehow corrupted my launcher and it won't let me start the game. any help?
