For the settings, look for a file named server.cfg in your server's StarMade folder. Open it with Wordpad or Notepad. It's actually a text file with a fancy extension. Also do open with Wordpad the other .cfg files there, they are pretty interesting, all of them... 
Generally, in Java pieces of software, most files are text files with fancy extensions. Together, they are the program. Some you don't want to change, some you DO want to edit. But opening all and reading those of them that are in a human language is never a bad thing.
