Have admin power without being an admin

My buddy made a server and everyone who joins on it has the ability to use admin commands. When we do /list_admins it shows no admins and when we look in the admin file in the server folder their are no admins listed.

think there might be a setting in the server.cfg file just use notepad to open it up and take a look

when there is no admins listed it treats everyone as admin
