Graphic Bug?

So I was working on my ship the other day and noticed something odd happening. I was in build mode at the spawn point shop and everytime my cross hairs pointed at one of the blocks on my ship, these streaks of like would appaer off in the distence. No clue what it is, i took a screen shot of it below.

this has happend to me too. Any one know what causes it?

Are you also having like, chunks of your ships dissapearing from time to time?
