Pretty much as it states.
To be able to open up your faction menu and set different ranks (General, Colonel, Captain, Lieutenant, Sergeant, Private, etc. And give permissions to different ranks, such as Capital ships to be piloted by Generals, and have permission blocks set to different rank restrictions so that anyone from a Lieutenant and higher can access certain doors and chests.
This is to restrict people from your faction to steal your ships, and also helps enforce restricted areas.
