    Pretty simple concept similar to the faction permission module.
    When placed next to another block it improves the blocks output or productivity,
    eg when placed next to a capsule refinery or micro assembler it would improve efficiency further and give you more capsules/mesh/composite.
    When placed next to factories it decreases resource usage.

    Other uses could be next to a faction module, resulting in invulnerability or significant damage reduction at the cost of faction points, improving reactor output, or boosting turrets range/damage if placed next to a turret docker.

    Upon placing it consumes faction points immediately, followed by a constant upkeep at regular intervals to prevent them being placed/removed willy nilly.
