Energy Vampire/Damage weapons vs (new) Reactors?

Any ideas if this works yet, Or how it will work?

EDIT 2: I think I needed to add more context

If reactors no longer have their own capacity (energy), then what exactly are these weapons planned to do? Will they drain the capacity of enemy weapons?

Maybe they will drain the capacity of all the systems that have a capacity and not just against weapons?
