Effect Mods changed

Has anyone noticed that after the last update the punch-through effect module now does what the piercing does? I don't know if that's a bug but it is destroying almost all of my weapon systems, now my rapid-fire turrets do almost and in some cases 0 damage to the advanced armor.

It said in the 0.1899 patch notes that it was changed. It also said that armour values were increased on hulls (Game likes to round down as well).
