Iv noticed this lately, it seems like only once my shields stop taking damage do they recharge.
is this a new machanic with in the game now?

Where have you been the sheild system has been overworked to where sheilds need a time where they don\'t get hit by anything for a certain time before they recharge which is dependent upon how big the ship is which increasing the size is for the worse.
It\'s not about how big the ship is, but how many shield blocks are on it. The delay for shield regen increases in steps, and not in linear or curve fashion. These steps are something like 512, 1024 blocks etc, starting from 0.5 second regen delay.
