creative mode: custom block palettes

With my suggestion it would be possible to limit the blocks available. With this option in place, you could create themed palettes based on the project you are working on. If you are working on a line of red-black ships for example, you could decide to include only red and black hulls, crystals etc. and exclude every flora block.
