But that doesn't matter. what really matters is that 2-3 made it - else some of your votes would have gone into nowhere.

Thing is, you only get 1 vote. That vote is just passed along if the first one you voted first got eliminated from running, so it's really only a problem if no one you voted for got in.

I think if you have 2-3 votes which helped somebody getting elected, it is better than with just a single vote, because you have had at least 1/2-2/3 of a vote which mattered. Others might have too.

But it should have been above (Transfers = Candidates / Seats +1)
