Pretty simple really.
Just a simple sticky thread that the Council keeps track of suggestions, what's been planned, what's been rejected (and why), what we are still brainstorming, and the various other tagged stuff.
It may take a bit of work to set up at first, but if someone maintained it once a week we might be able to avoid 16 new threads about subjects that have already been agreed upon. Frankly, I'm tired of reading the same crap over and over because no one knows how to use the search tool and doesn't bother to actually read anything before making their first post. I don't expect this to be 100% effective, but it should help at least a little bit.
