Change "Docking" tab to "Rails"

I think it makes more sense if we call it rails instead of docking since rails do much more than just docking.

Don't rails already have their own system within the Structure tab; "Rail System Collective", which is basically just a merging of the other 2 tabs, except it is for the rail systems.

its more of a blanket term. There might be more kinds of docking methods in the future (come on, plex lander). besides any new player can identify things in the "Docking" tab as blocks used in docking but they might get confused if it just says "Rails".
