Bug Cannot Report Community Content

I was attempting to "report" the "EVEN MORE LITTERALY BEST SHIP..." for being absurd and for possibly confusing new players with an empty zip file. However, when I attempt to submit my "Report", I am met with a "The following error occured" pop-up warning that tells me "A server error occured. Please try again later.".

I have tried to report this content about three times now, each attempt being several hours apart, so I believe this is a long-term error, not a temporary glitch.

On a side note, the content submission system should probably check for a 22-byte zip file and reject it, telling the uploader to re-check their content submission. Not only will that file-check reject intentional empty zip files, but also accidental empty zip files.
