Can I spawn ships via console commands?

Is there some way I can spawn ships for testing purposes? Both AI pirate ships and ships I have made myself?

As long as you are an admin or in single player yes;

You don't even need to use the console. Just go into the catalogue, select a ship and hit "Admin Load"

If I remember right there is also an admin tab for spawning large groups of ships but sometimes the commands are faster if you aren't dealing with several different ship types and stations at a time.

Yup - and also you can remove all spawned ships with the click of a button from that tab.

EDIT: But does this also work for AI pirate ships in case I want target practice?

You cannot actually access the Console when playing starmade, but you can use chat commands that are geared to accomplish the same effects.

pirates are faction -1

Does this mean I can use this method to fight my own ships as well?

The number after the faction ID is the number of a thing you want to spawn.
