Attempting to start a server and failing

Basically, nobody can connect to it. Not through hamachi, or my ip when port forwarded correctly (I've done ports dozens of times, it's not what's messed up.)

Here's what I did:

1: Load up starter.

2: Click dedicated.

3: Load up starter again.

4: click start game. Connect to my server via localhost:4242 works. IP:4242 does not. Hamachi IP:4242 does not.

5: Try to get friends to connect. IP:4242 does not work. Same with Hamachi IP:4242.

Yes, I fully understand how to use hamachi.

Found what was wrong thanks to Tiscom.

My router was passing it, but Windows Firewall was blocking.
