Astrotech Beams Repair Armor (+anti exploit)

Astrotech beams repairing armor would be very useful. However, a docked astrotech unit inside of a ship would be overpowered. Thus, astrotech beams should have no effect on an object that is part of the same docking tree.

Having armor only be repairable by credits is bleh, this would be a good change
