Are there any plans to improve the universe?

For the past year all the updates seem to more or less centered on improving ship mechanics, improving ship building and changing game operation. The only thing I can recall to change the actual world itself was the galactic map and adding the those contest space stations.

When can we expect to see things being added to make playing the game more interesting (especially from a singleplayer perspective)?

Short answer: Yes.

No ETA as of yet. Probably after most important gameplay mechanics have been added/improved, such as better AI and pirate spawning. This is because content like pirates or new enemies are all dependent on the ship building and gameplay mechanics, so adding content now would be a waste of time since it'd need overhauls with every major updates.

From what I heard, there are very solid plans for implementing fauna on planets.

Yup, fauna on planets is in the queue, there's talk of gas giants being implemented, all sorts of goodies to come.
