I know of some PKers here and there but nothing a tactical nuke or 2 can't make want to avoid your ship. :P As for Player Pirate Factions that aren't total asshats, no idea.

Pretty much this. Player pirate factions are usually just code for "Griefer assholes".

I think there's one on NASS that doesn't kill on sight and aren't griefers, I forgot the name but there's not that many factions left there anyway
