AI randomly stops dead

I\'ve seen this a few times before on my SP before
The first time it happened I thought it had something with the fact that I had Logged out, then relogged
But with the most resent time it happened I had not logged out but had fled 2(or so) secters away before turning back only to find them completely inactive but something I noticed was that the ships were not labeled as (pirates) after the usual ship name.

I often have pirates go inactive if they drift one sector over from where I am.
They\'ll sit there forever. Sotimes they\'ll wake up if someone starts pounding on them, but more often they sit dead in teh water and allow themselves to be destroyed.
If you get up REALLY close you can see the ship twitching, like it\'s confused as to what direction to go.
