activate Transporter via logic

Currently logic cannot activate a transporter controller. I propose that transporters can be, if it already has a destination selected and its currently valid then the logic would be able to successfully activate it.

When transporters were announced, the devs said they'd make transporters connectable to logic blocks. This will be coming.
