Sometimes circuits don't work despite being set up properly because both, NOT gates and other blocks linked to them are off at the same time. Such a situation will never happen again once the circuit starts working, so there's no reason to take that into account when designing it. To prevent/solve this problem newly placed NOT gates have to be activated manually, which doesn't even work directly, but requires placing and linking of another block (a button for example).
It would save a lot of work in the long run if NOT gates were already on when placed, which is the expected behaviour anyway, since it doesn't have any input at that time.
