A Guessing Game! How many people voted?

Hello everybody!
So, before official numbers are released, lets have a little fun and partake in a guessing game now shall we?

Guess how many people participated in this cycles council election!

Now out of thousands of players, my guess for this election will err on the pesimostic side, and say only 200.
200 is my number!
Whoever is closest wins... something I will get FlyingDebris to make for you. Now I will be off to convince him to do that!
