I see fuel just as some arbitrary limit rather then really adding anything to the game. Besides right now if you build a crappy power system for your ship you would run into problems with your thrusters and AMCs.

There is an admin tab for the catalog screen, if you edit a ship you can change premissions like if pirates can use it.

I look at applications at the end of my day, I do them in chunks rather then look at them once they are posted.
