Yes, that works in theory. However, it won't work for long, since once one player starts building a ship that is more suited for PvP and less suited for RP, the other player will follow and pretty soon we are right back where we are now.

I feel this discussion has strayed far from the OP. Crew should be an option but not required. You should be able to have a fully functional ship without crew.
